For failed exams, 605 signing icon

When an applicant fails their exam, currently the 605 / CSCE icon remains greyed. I suggest the icon be colored red. That way the icon will stand out as needing VE signatures on the 605 document.

Not all VECs have us sign the 605 for a failed applicant. The signatures should not be required for all VECs.
